SEVESO III-Directive

Companies who are subject to the SEVESO III-Directive are classified as a class1 or a class 2 plant.
The operator has to classify substances and mixtures which are present on their plants location either permanently or intermittent as defined in the Ordinance (EC) No. 1272/2008, and record their hazard type and quantity.
The plant is then assigned to one of the classes based on specified quantity thresholds.
Depending on the class to which they have been assigned, they have to implement the necessary hazard prevention measures.

How to Implement the SEVESO III-Directive

Not every plant that stores chemicals has to be classified into one of the two classes.
To determine whether the SEVESO III-Directive has to be applied to a plant,
one has to

  • identify the class and hazard category of different substance quantities at the plant. The quantity, here, is the maximum quantity of a hazardous substance which will be -either permanently or intermittent- present.
  • determine the classification of this specific plant

If the provisions of the SEVESO III-Directive are to be applied to the plants location, the operator has to:

  • Identify and assess potential hazards
  • Draw up
    • an overview of the safety measures required
    • a major accident prevention policy
    • a safety report for upper-tier establishments
    • internal emergency plans for upper tier establishments
  • Introduce a safety management system
  • Providing information in case of accidents

  • Physical Hazards
  • Environmental Hazards, and also
  • Other Hazards, specified as
    • Substances or mixtures with hazard statement EUH014
    • Substances and mixtures which in contact with water emit flammable gases, Category 1
    • Substances or mixtures with hazard statement EUH029
